Despite the fact that grain production in Ukraine in 1932 was lower than in previous years, it was still sufficient to feed the entire Ukraine. However, the government's requisition reduced the food supply in rural Ukraine to levels similar to those in the famine-stricken areas of 1921. Moreover, the requisition of grain from Ukraine was not a necessary condition for other regions to avoid famine, as the grain production in other republics was sufficient to feed the rest of the Soviet population. Using provincial panel data, the study found that in two regions producing the same amount of grain in 1932, areas with a higher proportion of Ukrainians had higher mortality rates in 1933, supporting the view of anti-Ukrainian bias. At the same time, the study also found that in two regions with the same proportion of Ukrainian population, there was no correlation between per capita grain output and famine mortality rates. Therefore, grain output and its production inputs (such as weather and geographical conditions) could not explain the famine mortality rates, contradicting the argument of "unintentional consequences." The study also found a positive correlation between the proportion of Ukrainians and famine mortality rates within and between provinces. This indicates that the anti-Ukrainian bias in famine mortality rates was policy-driven, as the central government's policies were typically implemented top-down and followed similar guidelines at all levels of government. A rough calculation shows that if the mortality rate of Ukrainians were the same as that of other ethnic groups (mainly Russians in the sample), the total famine mortality rate in Ukraine would have decreased by 92%, while the famine mortality rates in the three republics in the sample would have decreased by 77%. The impact of bias against Ukrainians on famine mortality rates was more pronounced in Ukraine due to its higher proportion of Ukrainian population. Thirdly, the anti-Ukrainian bias was directed solely at Ukrainians, and the same was true for areas outside Ukraine. The study found a similar positive correlation between the proportion of Ukrainians and famine mortality rates in Belarus and Russia (where 25% of the Ukrainian population in the sample resided before the famine). At the same time, the famine mortality rates of other minority ethnic groups were similar to those of Russians, far lower than those of Ukrainians. Fourthly, the study used district-level data to find a significant decrease in famine mortality rates when crossing the border between Ukraine and Russia. This phenomenon aligns with the view that immigration restrictions exacerbated famine mortality rates, as immigration restrictions prevented Ukrainians from fleeing to other regions. If free migration were allowed, mortality rates should not significantly decrease at the border. Further analysis indicated that once controlling for the proportion of Ukrainians in each district, the border effect disappeared. Therefore, the anti-Ukrainian bias in famine mortality rates was ethnically delineated. Fifthly, the study provides direct evidence supporting the view that the anti-Ukrainian bias in famine mortality rates was policy-driven. The research found clear bias in the key policy determining food supply, "Central Planning Grain Requisition." Data showed that in two provinces producing similar amounts of grain in 1932, the government requisitioned more grain from provinces with a higher proportion of Ukrainians. Thus, as the proportion of Ukrainians increased before the famine, the amount of grain retained (i.e., output minus requisition) gradually decreased. This result responds to the lack of clear documentary evidence in central directives "ordering" the famine. Simple quantitative analysis indicates that the anti-Ukrainian bias in central planning requisition explains about half of the total impact of anti-Ukrainian bias on famine mortality rates.
